Construction costs in the UAE have risen up to 127% on some materials. Most market commentary is reading this as good news for Dubai property prices across the board.

That reading is too simple.

What’s actually happening is two different things at the same time, and they don’t apply to the same buildings.

For properties already completed, in established locations, built by developers with proven balance sheets, the higher cost of building anything new means the market would genuinely struggle to reproduce them at today’s prices. In financial terms, a replacement cost floor forms underneath them.

For new launches still being built, especially from “not-so-strongly-rooted” developers, the picture is the opposite. Their costs are rising faster than they can raise prices. That’s margin compression, and it forces three responses: delay the project, cut specifications to protect the margin, or in some cases fail to deliver.

The data from Emarat Al Youm (April 2026): steel +40%, cement +36%, concrete +52%, gypsum +127%.

A developer who broke ground in 2022 was building on a cost base that no longer exists. A developer launching today is absorbing the new one.

So the 127% headline doesn’t lift every Dubai property. It separates them.

Completed inventory from strong developers becomes harder to replace. Newer launches from weaker developers become harder to deliver.

Which means the question for investors allocating to Dubai right now isn’t whether the market is moving. It’s which segment is on the right side of this dynamic, and which isn’t.

That’s the conversation worth having before the next capital commitment.
